El Paso sits at the far western tip of Texas on the Rio Grande, across the river from Ciudad Juárez, Mexico, and hard against the Franklin Mountains — a genuinely different geography and climate from the rest of the state, closer in character to the Chihuahuan Desert than to anywhere else in Texas. The city's housing stock ranges from early-1900s adobe and masonry construction near downtown to postwar and later stucco-and-block subdivisions spreading up the mountain foothills and across the desert basin. El Paso County's climate is desert-arid, with minimal annual rainfall, intense summer heat, and — unusually for Texas — real elevation change across the city as neighborhoods climb the lower slopes of the Franklins. Rocky, caliche-heavy desert soil behaves entirely differently under concrete than the clay found in the rest of the state: shrink-swell cycling is a much smaller factor here, while the desert's rare but intense monsoon-season downpours, combined with the steep grading in hillside neighborhoods, make flash drainage and erosion control the more pressing concrete concerns in El Paso.
